Short answer:Anthropic's supported countries page is the source of truth. When we checked it listed 185 countries and regions, including the US, UK, EU countries, Japan, South Korea, Singapore, Malaysia and Taiwan. Mainland China, Hong Kong, Macau and Russia are not listed. Anything not listed is unsupported; territories of listed countries are covered.
What counts as unsupported
Use while physically located in an unsupported region, even by staff of supported organisations.
Organisations incorporated or headquartered in an unsupported region, and their users, wherever they are.
Organisations majority-owned or controlled, directly or indirectly, from unsupported regions, and their users.
This applies to claude.ai, the API, and Claude models offered through cloud platforms and authorized resellers. Creating an account from an unsupported region is also a listed ban reason, and your billing country must be supported too (see card declined).
We don't provide any way around region restrictions.

1/4 Why does Claude's checkout list China as a billing country with no visible eligibility warning at that step, though mainland China is unsupported? I used Claude for ~3 years, paid $125 for Max; my account was suspended and my appeal denied. @AnthropicAI, can you clarify?

No. Mainland China isn't on Anthropic's list of supported countries and regions.
What about Hong Kong and Macau?

Can an employee of a supported company use Claude while travelling in an unsupported region?
No. Anthropic says use while physically located in an unsupported region is unsupported, even for personnel of supported entities.
I'm in a supported country but my company is headquartered in an unsupported one.
Not supported. Entities incorporated or headquartered in unsupported regions, or majority-owned or controlled from them, are excluded along with their users.
Does the list apply to Claude on cloud platforms?
